It’s not uncommon for Microsoft to include in its updates what many users would find unnecessary, which is usually removed by those who are so inclined to purge their system of unwanted Microsoft software. Leftover files in various forms were acknowledged by Microsoft which stated that Windows retained multiple copies of all updates installed from Windows Update, “even after newer versions of the updates were installed.”

However, for those who want to delete these junk files to free up storage space, Microsoft offers the Disk Cleanup tool or Windows Settings application. However, it seems that 8.63 GB data cannot be deleted from the system after downloading Windows 11 24H2 update. The Registry reports that no matter how much a user deletes it or restarts Windows 11, it will remain.
