Fatal attack in Clementi: 50-year-old man charged with murder of grassroots volunteer

SINGAPORE – A 50-year-old who allegedly killed a man in Clementi was charged with murder on October 23.

Toh Chee Hong appeared in court via video link at around 12.20pm and was sentenced to death for allegedly killing 41-year-old Mr Winson Khoo Chin Wah.

Court documents said the alleged murder took place at Block 311B, Clementi Avenue 4, but did not mention the exact weapon used.

Toh, who wore a red polo shirt, was expressionless as his name was called in court.

The prosecutor requested that Toh be remanded in custody for a week, with permission to take him to visit the premises and collect more evidence.

His case will be heard again on October 30.

Police received a call for help around 5 p.m. on October 21. Mr Khoo was found unconscious on an empty bridge at Clementi Avenue 4.

He was taken to Ng Teng Fong General Hospital, where he died. Toh was arrested at the scene.

In video footage of the incident recorded by residents and seen by The Straits Times, the suspect is seen chasing the victim to the foot of Block 311B.

The victim appears to trip over a pipe cover and falls, and the suspect appears to stab the victim several times with a small object.

Initial investigations suggest that the two men knew each other.

On October 22, the Popular Association (PA) said the victim was a grassroots volunteer and was saddened by his death.

It says Toh is not a member of any popular organization in the Palestinian Authority.

Both men resided on the estate.

When ST visited Mr Khoo’s home on October 22, the family declined to comment and requested confidentiality, saying they were still coming to terms with his death.

The offense of murder carries the death penalty.
