Driver faces vehicular homicide charges in July crash | Guam News

A man is facing charges in connection with a fatal crash after allegedly driving more than twice the speed limit.

Napoleon Veloria Jr., 50, was charged in Guam Superior Court with vehicular homicide as a second-degree felony, negligent homicide as a third-degree felony, reckless driving with injury as a misdemeanor and excessive speeding as an offense in relation to a July 20, collision between two cars resulting in the death of Manuel Aflague.

According to charging documents, Guam Police Department officers responded to a crash on Highway 16 in Dededo and interviewed witnesses who indicated a 2012 Lexus had collided with a 2012 Kia Rio A male witness further explained that the Rio was pulling out of a driveway when the Lexus collided with the Rio and both drivers had to be hospitalized.

The driver of the Lexus was identified as Veloria, who suffered broken legs and ribs, the complaint states.

Aflague was identified as the driver of the Rio. Less than a week after he was hospitalized, his daughter reported to police that he had died at the Guam Regional Medical City. According to the complaint, Aflague was placed on life support due to severe brain and internal injuries.

The Guam Police Department’s investigation revealed that Veloria was traveling between approximately 75 mph and 80 mph before colliding with Aflague.

“Police also noted that the posted speed limit was 35 miles per hour on this portion of the road,” the complaint states.

Veloria appeared Wednesday morning in Guam Superior Court, where Magistrate Judge Jonathan Quan released Veloria on a $15,000 personal recognizance bond while awaiting trial.
