Kolkata Police impose Section 163 to avoid disturbance during immersion carnival

Calcutta: the Kolkata Police has implemented Section 163 of the Bhartiya Nagarik Suraksha Sanhita (BNSS), 2023, in nine key areas of the city, from Tuesday.
One such location is on Rashmoni Avenue near the protest site, outside RG Kar Medical College and Hospital. The purpose of this action is to prohibit the unauthorized gathering of five or more people in the specified regions.
The main objective of this decision is to maintain order and avoid any potential disruption during the Immersion Carnival, which is scheduled to take place today on the Red Route.
In its official statement, the Kolkata Police said, “This is necessary to prevent any danger, obstruction or inconvenience to the public in connection with the ‘Immersion Carnival’ on Red Road, Kolkata on October 15.”
Pursuant to the order, issued on October 14, to ensure immediate prevention of disturbance of peace and disturbance of public tranquility in the said area in view of larger public interest, no gathering, meeting, procession, dharna , demonstration or gatherings will be authorized in designated areas.
“The honorable court, by solemn order dated 11.10.2024, as passed in WPA No. 26007 of 2024, was pleased to order that no one shall disrupt the carnival which the government has organized, within the framework of his annual ritual,” the court said. command read.
Manoj Kumar Verma, Kolkata Police Commissioner and Executive Magistrate of Kolkata Metropolitan Area and South 24 Parganas, has banned gatherings of five or more people in designated areas. The order prohibits gatherings, processions and demonstrations, as well as the carrying of weapons, such as lathis, likely to provoke violence.
“Any act contravening this order will be punishable under section 223 of the Bharatiya Nyay Sanhita (BNS), 2023,” the statement warned.
The order, effective today, will be enforced in key locations across the city to maintain public peace during the immersion carnival.
Meanwhile, a protest called ‘Droho Carnival’ is expected to take place on or around Rani Rashmoni Avenue. Police said the carnival is likely to “cause large-scale disturbances of public tranquility and disturbances to public order.”
