A corrections officer at a juvenile facility in Washington allegedly groomed an inmate and forced him to record their sexual trysts — fearing the sexual deviant would punish or harm him if he refused, police say and prosecutors.

Michelle Goodman, 31, was arrested Wednesday for convincing the 23-year-old inmate to record their sexual trysts in the bathroom of Green Hill School in Chehalis, a state-run rehabilitation center that houses older young men and young adults who committed crimes as children.

Prosecutors said the alleged sexual predator was also captured on surveillance footage taking the victim into a staff locker room at the facility on two occasions in January 2024, according to court documents obtained by KOMO News.

Chehalis police launched their investigation after receiving reports that a female correctional officer had a relationship with an inmate, authorities said in a Facebook post.

Investigators contacted the inmate’s attorney, who provided numerous screenshots of the two men engaging in sexual acts together, including intercourse.

The screenshots also showed Goodman in three different outfits, suggesting she had sexual contact with the inmate more than once, with investigators matching the background of the photos with the staff restroom in the one of the Green Hill buildings, the news outlet reported.

Green Hill School is also being sued by the inmate, who claims Goodman “used his position of power” to repeatedly force him to participate in their sexual relationship.

The lawsuit alleges that “Goodman repeatedly wanted to be filmed performing oral sex and having sexual intercourse,” according to KOMO News, with the inmate’s lawyer arguing that he was terrified Goodman would “punish him and would do harm if he rejected her advances.”

This is the second time Goodman has been arrested this year for alleged misconduct at the establishment, according to Fox 13.

She was previously arrested in March for allegedly starting a fight between two teenage inmates at the facility and was caught on security footage laughing and mimicking punches with other inmates during the ‘attack.

She was then charged with prison riot, abuse of power and fourth-degree conspiracy to commit assault, Fox reported.

Police said Goodman is now the fifth person arrested at the facility this year, and the third to face sexual misconduct charges.

Criminal activity at the facility has increased in recent years with 15 incidents reported in 2022, 74 in 2023 and 184 incidents reported in 2024, police said, adding that they are aggressively investigating bad actors.

Goodman was caught on security footage laughing with inmates after a teenage girl was beaten while she was a guard.

Goodman is charged with three counts of first-degree custodial sexual misconduct.

She was released from the Lewis County Jail Thursday after being held on $100,000 bond, according to court records.
